Here are the steps to smooth skin in photoshop:
Make a copy of the image
Selecting spot healing brush and content-aware
Click on the skin blemishes to remove
Clean and set up the initial skin checkup
Spotting healing layer
Applying the high pass filter
Applying the gaussian blur effects
Changing the layer blend to linear light

You can also add brush color and make changes to the skin color. Blending options are also used for improving visibility.
