The phrase emerged after a recent recruitment process for Class IV employees (MTS, Peon, etc.) where the cut-off marks for certain reserved categories were set as low as 0.0033.

The Shocking Discovery: Candidates who scored almost zero or even negative marks were becoming eligible for selection because no "minimum qualifying marks" were specified in the official notification.

High Court Intervention: On March 5-6, 2026, the Rajasthan High Court (Justice Anand Sharma) called this situation "shocking" and "unacceptable." The court stated that a person with zero marks cannot be considered suitable for public service, even for basic duties.

Government Action: The court has demanded an affidavit from the Principal Secretary explaining why no minimum standards were set. This has led to a major debate on merit vs. selection standards in Rajasthan government jobs.

Current Positive Reforms (2026)
Despite the controversy, the Rajasthan government is pushing for a "Zero Paper Leak" policy to clean up the recruitment system:

1.25 Lakh New Jobs: CM Bhajan Lal Sharma announced in the 2026 Budget that 1.25 lakh new vacancies will be filled this year across various departments (Education, Police, Patwari).

Anti-Paper Leak Laws: The state has implemented the Rajasthan Public Examination (Prevention of Unfair Means) Act, which includes life imprisonment and heavy fines for paper leaks.

One-Time Registration (OTR): Candidates now only need to pay a registration fee once to apply for multiple exams throughout the year via the SSO portal.
