This can lead to a "spiral" where fewer and fewer people speak up, making it seem like there’s only one dominant opinion. The theory was first proposed by German political scientist Elisabeth Noelle-Neumann in 1974. It comes from the observation that people fear social isolation, so they avoid expressing views that they think are unpopular.
