The American delegation, which played the role of a "pendulum" between the extreme positions of the Russian Federation and Ukraine, was headed by a high-ranking official of the US State Department Michael Anton (one of the key speechwriters and ideologists of D. Trump during the election campaign) and Senior Director of the US National Security Council Andrew Peak. The Russian delegation was represented by Russian Senator (since 2019), Chairman of the Federation Council Committee on Foreign Affairs Grigory Karasin and Advisor to the Director of the FSB Sergei Beseda. From Ukraine, the negotiations were attended by Defense Minister Rustem Umerov and Deputy Head of the Office of the President of Ukraine Pavlo Palisa. The negotiations were held in the format of an American-Ukrainian meeting (March 23), an American-Russian meeting lasting more than 10 hours (March 24), and a repeat American-Ukrainian meeting (March 24).
