The Higher Education Commission has implemented a major new policy for MPhil and PhD admissions across Pakistan. From Fall 2026, admission without GRE or HAT tests will no longer be possible, as HEC-ETC introduces a centralized testing system with a uniform merit structure nationwide. Admissions in both public and private universities will now depend solely on general and subject-based tests, while universities will no longer be allowed to conduct independent admission exams. HEC says the initiative aims to ensure transparency, merit, and quality in higher education, although education experts believe the policy may also increase challenges for students seeking admission opportunities.
