If you are still waiting for a rumour to come up and have been waiting a while. Try getting any of the following higher;
Popularity Rank;
Game Completion;
Distance Travelled;
Roads Driven;
Signs Smashed.

There doesn't appear to be a direct criteria to unlocking a rumour - it appears actually to be completely random. With this in mind however, you should still try to complete more things in the game to unlock them as the unlocking criteria may just be different from person to person.

Simply put, do more! This includes PR stunts, Festival events, street races, star showdowns showcases, anything and everything. Also try cruising around at random as the location you are at may well affect it.

I unlocked my final barn (Ferrari 250) at 100% complete, Popularity rank 1, 85 signs smashed, 1500 miles driven and 186 roads driven. It was also unlocked in online free roam so don't be afraid to cruise around online with others when waiting for the rumour to appear. In fact I know a lot of people have had their rumour appear when free roaming online so definitely give this a try.

The first five barns should come quite early on (less than 50% complete usually) and the next four will generally be spread over the rest of the game.

As for my location when they unlocked, the following is each location and where I was when the rumour appeared for that barn (again, im unsure if this matters):

Beaumont: Industrial Steelworks
Bunker: Clifton Valley
Carson: Carson
Finley Dam: East Rt.20 Speed Trap, Gladstone
Gladstone Creek: Horizon Festival heading to Gladstone Drive
Kettle Hills: Bunker
Montano Plains: Finley Dam outpost towards Bunker
Red Rock: Finley Dam
Redfoot Ranch: Horizon Festival heading south
