For the purposes of a road test you must have 1 roadway lane between your vehicle and the pedestrian(s) before turning.

When turning right on a 2-lane road with opposing lanes of traffic, the pedestrian(s) must reach the curb. The same when turning left onto a 2-land road, and the pedestrian(s) are travelling either toward or away from your vehicle.

The reason that you must have this distance is in the event that the pedestrian forgets something and turns back. Or if there are children, who have not yet developed a "traffic sense", and may run out into traffic.

On a multi-lane roadway, when the pedestrians are crossing away from you, the pedestrian(s) must reach the centre of the road.

When turning left on a multi-lane roadway, the pedestrian must reach the curb if crossing away from you. If the pedestrian is crossing toward you and you are turning left, the pedestrian(s) must be beyond the physical median or at the centre of the two lanes travelling in the opposite direction.
