A major change is coming to online shopping and international shipping. A recent U.S. Executive Order is ending the $800 duty-free rule, also known as de minimis, for all commercial shipments.
Here’s what you need to know.
Starting August 29, 2025, the long-standing practice of allowing packages valued under $800 to enter the U.S. tax-free will be suspended. This means all commercial imports, regardless of their value or country of origin, will now be subject to duties and taxes.
This move specifically targets the strategy of storing products in countries like Canada and Mexico to ship directly to U.S. consumers without tariffs. Now, these shipments will face normal import duties.
For businesses, this means new procedures. Every shipment that once flew under the radar will now need a formal customs entry filed. Importers must use "reasonable care" in declaring the correct value and classification of their goods. The value will be based on the price paid, which is usually what's on the commercial invoice.
