Shows two ways you can change the clothes of the neighbor's on your island. First way is to give them an outfit directly, second way is to ask Isabelle to change their clothing. For the first way your friendship level must be high enough, this is easy to do by talking to them daily for a few days :), after this they will give you the option to hand clothes to them directly.
