🔎 How this index is built: Insider Monkey uses three main factors to create its ranking:

📌 The number of universities in a country that make it into the QS Top 1,000 list

📌 The average rank of those universities within that global list

📌 Per capita government expenditure on education — how much the government spends per person on education

In other words, this index is heavily focused on higher education—specifically, the presence and performance of globally recognized universities, combined with government investment levels. It doesn’t look at primary/secondary schooling, teaching quality, or equality of access.
