The FSI (Sectoral Training Fund for Temporary Agency Work) was created in 2009 at the initiative of the FEDIL Employment Services Federation. It represents 31 temporary employment companies, accounting for more than 75% of the temporary employment turnover in Luxembourg.
Each month, around 10,000 temporary workers are active in Luxembourg, across approximately 1,500 user companies and all sectors of the economy. Most temporary workers are employed in construction (around 40%) and industry (around 30%), with additional opportunities in retail, hospitality, tertiary services, and healthcare.
Around 70% of temporary workers are cross-border commuters from France, Belgium, or Germany.
Temporary employment is one of the few sectors with its own dedicated training fund. The FSI’s two main pillars are:
• Workplace safety, significantly reducing accident rates
• Employability and upskilling, providing additional training to enhance workers’ value on the labor market
In 2025 alone, more than 1,800 people secured fixed-term or permanent contracts after starting in temporary employment.
