The topic is brought up a little out of sequence in this video, but drill the hole for the axle FIRST, before you cut the flyer arms etc. It is easier to square with the drill press that way.
Also that piece of wood needs to be square! That way your drilling and the alignment process described here will work well.
Alan used a new axle in this video, but if the whorl threads (as applicable) and metal in general aren't too worn, you can take the old broken flyer off and use the original axle.
In a latheless pinch, you could carve and sand for the finishing.
Hook holes are predrilled and then the hooks are inserted. We usually put a dab of glue at the end of each hook before inserting it.
