How should recruiters get started on Twitter?

*Use lists and follow the followers of people you like

*Use it as a social tool - interact with people.
Listen then tweet. Ask questions like you would in a coffee shop.

What not to do? Constantly tweet "I'm a recruiting #hiring for...." You're missing the point.
