When WFP launched operations in response to the Level 3 emergency in northeast Nigeria in August 2016, three million people were experiencing chronic food insecurity with areas of the region on the brink of famine. Escalating conflict among non-state armed groups had terrorised innocent people, bringing death, devastation and displacement. While widespread famine was averted in 2017, food insecurity and malnutrition in the region today remain worryingly high.
WFP’s independent Office of Evaluation report assesses WFP activities in northeast Nigeria between March 2016 and November 2018. The report, informed by 112 interviews with key actors and 21 focus group discussions with affected populations in deep-field locations, addresses questions of design and delivery, operational performance and quality of strategic decision-making. Together with improving WFP performance, the report aims to provide insights to WFP’s Nigeria country office as it starts to implement its first country strategic plan, covering the period 2019−2022.
