The 22nd iteration of the SEA Games, held from 5 to 13 December 2003, was the first time in the event's history that the socialist state of Vietnam had hosted the event, with the capital Hanoi being the centrepiece for this edition.
South Vietnam was among the founding nations of the Southeast Asian Peninsular (SEAP) Games while North Vietnam had never competed, but the country was visibly absent in the wake of the infamous Vietnam War. After decades of conflict and isolation, a unified Vietnam then joined the SEA Games starting in the 1989 edition at Kuala Lumpur, where they won only 3 gold medals.
2003, in fact, has been 28 years since the war is over but ended in a communist victory, but however, with a desire for peace and development, Vietnam has in recent years actively got itself integrated into multilateral co-operation and taking part in international sporting competition, which thus reflected the Games' motto 'Solidarity - Cooperation - Development'. In contrast, the 2003 SEA Games had marked itself as a global recognition of Vietnam’s efforts to make strides in the context of continual difficulties.
The Hanoi Games had witnessed around 5,000 athletes from 11 countries across the region participate, this now included Timor Leste (East Timor), which makes its debut at the Games a year on since sovereignty is restored in the country after been annexed by Indonesia for 24 years. The event featured 442 events in 32 sports, which includes the first appearances for chess, fencing and finswimming.
Vietnam came out on top as overall winners at the end of these Hanoi Games, and they did so only for the very first time, putting on one of their best-ever SEA Games performances yet through a haul of 346 medals, 158 of which were gold. They finished the event respectively ahead of Thailand, at second with 90 golds, and Indonesia, at third with 55.

"For the World of Tomorrow" ("Vì một thế giới ngày mai") was the games' official theme, sung by Nguyen Linh Dung and Nguyen Quang Vinh. Bùi Quang Nhật provided and composed the music and the lyrics were also written by Nguyen Quang Vinh.
