A featured artist can get a stream count if they are listed in the metadata field as a "main artist" along side the major "main artist". But then this is no longer a "feature", it is a "collaboration".
This has to do with the way Spotify and Apple Music handle certain metadata fields to be able to count streams.

The series is a depth look at music marketing campaigns — including song exclusivity to specific music streaming platforms, and how music metadata fields are handled by such platforms can make stream counts vary wildly.
