The present perfect in English, explained simply.
It is used in 3 ways.
1. The first and main way is for an action started not finished.
"I have lived in Los Angeles for 6 years" = I started living in Los Angeles and still live there. The action is not finished and is still continuing.
2. The second way is for life experience. To state an action done in some point in your life without specifiying the time.
"I have eaten pasta". = I have done this action in some time in my life, but the time is not specified.
3. For an action finished recently.
"I have just finished my class and can speak to you on the phone". The action though finished was finished a short time ago.
This is also often used in the news e.g. "The government has announced a new law".
