I don't remember how many of these are actually heard in game, but I do know for sure that Milla and Musee do not have phones, so those at least are unused as far as I know.

Ludger All: Tales of Eternia - Eternal Mind
There also exists a string for Julius Call (MUS_TOX2_PHONE_CALL_JLS) but it's completely mute.
