2 cups all-purpose flour
1/3 cup sugar
1 Tbsp baking powder
1/2 tsp salt
5 Tbsp cold butter
5 Tbsp cream cheese
1/2 cup heavy cream
1 egg
1/2 tsp vanilla
1 cup chocolate chips
