Combat Air Patrol was developed by Mavercik Simulations and published by Psygnosis for Commodore Amiga in 1993. PC port was released in 1995 and featured textured VGA graphics but apparently lacks the strategic part. The game used the engine originally developed for Armour Geddon.
The main premise of the game is the Desert Storm campaign. We can enroll as a pilot for VF-41 Black Aces flying F-14 Tomcats, or VFA-9 flying F/A-18 Hornets from the USS Eisenhower. Note that in reality CVN-69 during DS fielded VF-142 Ghostriders and VF-143 Pukin' Dogs (F-14s) and VFA-136 Knight Hawks and VFA-131 Wildcats (F/A-18s). There is no VFA-9 squadron.
We can fly simple training missions, single missions or full fledged dynamic campaign with strategic component, where we wage a turn-based ground war.
I played this game only a little back in early 90s, possibly only scrubbing its surface, but from what I remember I really liked its presentation. Especially the intro made a big impression on me back then. Coming back to it today I can see, it was pretty ambitious for the time.
The main designer and programmer of this game Ed Scio is still around and is making its sequel - Combat Air Patrol 2 which after many years in Early Access and being resurrected by Microprose is still struggling to "lift off".
