The only way to determine precise, real-time, sea-level conditions offshore is from weather observations made aboard ships at sea. NOAA's National Weather Service and the worldwide maritime community cooperate through the VOS program to improve marine weather forecasts which supports international commerce and increases SOLAS: the safety of life at sea.
