This strategy, launched in December 2022, outlines Namibia's goal to become a global leader in green hydrogen by leveraging its low-cost renewable energy sources to export derivatives like ammonia, methanol, and green steel.
Context of the Strategy and EIF Engagement
While Mnyupe was a frequent speaker at major climate and energy events, his work intersected significantly with the Environmental Investment Fund (EIF) through strategic collaborations aimed at scaling climate finance.
• Stakeholder Engagement: The EIF hosted a major Stakeholder Conference on July 25, 2023, under the theme "Improving Climate Financing Scale Through Strategic Collaboration". This event focused on resource mobilisation and shared lessons from previous strategic plans to ensure environmental sustainability in new sectors like green hydrogen.
• Joint Initiatives: The EIF has been actively developing Green Hydrogen concepts for funding through the Green Climate Fund (GCF). In May 2025, the EIF released information regarding the development of these concepts to support the national hydrogen agenda.
• Regional Development: EIF and the Namibia Green Hydrogen Programme (NGH2P) have collaborated on regional engagements, such as at Keetmanshoop, to discuss concepts like the Neckartal Hydrogen Farm and its potential impact on food security and local employment.
Key Pillars of the Green Hydrogen Roadmap
The roadmap presented by Mnyupe and the NGH2P includes several strategic targets and milestones:
• Production Targets: Namibia aims to produce 10-12 million tonnes of hydrogen equivalent per annum by 2050.
• Hydrogen Valleys: The strategy focuses on developing three hydrogen valleys to form a green fuel ecosystem, primarily in the southern and Erongo regions.
• Green Industrialisation Blueprint: This framework projects the creation of up to 250,000 jobs, including 185,000 in construction and operations.
• Regulatory Framework: A draft National Policy on Green Hydrogen and Derivatives was finalised in April 2025 to address environmental protection, socio-economic development, and legislative alignment.
Leadership Transition
Mr Mnyupe stepped down from his role as the Founding Head of the Namibia Green Hydrogen Programme and Green Hydrogen Commissioner, effective November 1, 2025. During his tenure, the program mobilised over €120 million in investment and established Namibia as a continental benchmark for the green hydrogen industry.
