The city of Portland says it needs to raise property taxes by up to 7 percent and use about $9 million from its rainy-day fund to maintain ongoing expenses in the city.
City Manager Danielle West presented her budget recommendation to the city council last week.
She described the budget cycle as extremely challenging, with rising health insurance costs, required wage increases and uncertainty when it comes to state and federal funding.
Mayor Mark Dion agrees that this budget cycle has been tough.
