So with a cheat engine I was able to pull this off. basically you'll need an these address.
Address A
2180F684 (1 byte) This is the Menu control
Address B
20FC7680 (2 bytes) This is will determine where the game thinks you are.
You need to make a save. the quit and set Address B to 13, then lock it and load that save. after you do that, set Address A to 1 (lock it) and keep trying to open the menu until it triggers the save menu to open. you then want to save. unlock all the addresses and load the new save.
this will force it to load the map but sometimes you'll get stuck. the easiest way to make it work is to save on stairs
