DOCUMENTS REQUIRED FOR ADVANCE LICENSE CLOSURE. ( EODC - EXPORT OBLIGATION DISCHARGE CERTIFICATE)
1. SHIPPING BILL OF ALL EXPORTS DONE
2. BILL OF ENTRIES OF ALL IMPORT DONE, AND ALL IMPORTS DONE FROM RELIANCE SEZ
3.E-BRC (BANK REALIZATION CERTIFICATE ) OF ALL THE SHIPPING BILL. MAKE A SHIPPING BILL WISE EXCEL SHEET FOR BRC.
4. STATEMENT OF EXPORTS AND IMPORTS IN EXCEL SHEET
5. APEEDIX 4H : Register for accounting the consumption and stocks of Duty Free imported or domestically procured raw materials allowed under Advance Authorization
6. CENVAT DECLARATION BY CA
7. NET CONETENT STTEMENT DULY CERTIFIED BY CHARTERED ENGINEER OR CA
8. CUSTOMS LEDGER DULY CERIFIED BY CUSTOMS DEPARTMENT
9.ANF 4F EODC FORM
10. Time limit for fulfilment of Export obligation: 18 months + 6 months extension + 6 months
extension =30 months
11. Whether the details of the exported product mentioned on shipping bill matches the product
details mentioned on the Advance license and SION norms (standard input output norms) or adhoc
norms ? HSN code, product description, Grade, GSM, net content, quantity Should exactly match
with Shipping bill.
12. Whether the duty free import items are correctly endorsed in the shipping bill?
13. Shipping bill should mention the correct advance license number. If it's not correct then shipping bill will not be considered for fulfilment. So please maintain an excel sheet for each advance license how much export obligation have been fulfilled
14. Advance Authorisation can be issued either to a manufacturer exporter or merchant
exporter tied to supporting manufacturer.
15. Value Addition:
VA = A – B/B *100
A =FOB value of export realized/FOR value of supply received.
B =CIF value of inputs covered by Authorisation, plus value of any other input used on which
benefit of DBK is claimed or intended to be claimed

16. Minimum Value Addition
(i) Minimum value addition required to be achieved under Advance Authorisation is 15%.

17. Accounting of Input
(i) Wherever SION permits use of either (a) a generic input or (b) alternative input, unless
the name of the specific input together with quantity [which has been used in
manufacturing the export product] gets indicated / endorsed in the relevant shipping bill
and these inputs, so endorsed, within quantity specified and match the description in the
relevant bill of entry, the concerned Authorisation will not be redeemed. In other words, the
name/description of the input used (or to be used) in the Authorisation must match exactly
with the name/description endorsed in the shipping bill.
RAW material name should be exactly same at three places : ADVANCE LICENSE, Bill of
entry, AND SHIPPING BILL ENDORSEMENT



18. If the Export Obligation is fulfilled in quantity but there is shortfall in value, no penalty shall be imposed if Authorisation holder has achieved minimum Value Addition prescribed. However, if Value Addition falls below the minimum Value Addition prescribed, Authorisation holder shall be required to deposit an amount equal to 3% of shortfall in FOB value in Indian Rupee, online through DGFT website.
