Here's a short video of some gameplay as a 29 hunter twink. Marksmanship spec seems to be the way to go. This twink is missing a couple of BIS pieces (head and bg rep items), but the job still gets done. 29 hunters don't hit particularly hard compared to other classes, such as rogue, but they are pretty effective at slowing the EFC and controlling mid.
