The German fleet, born out of Kaiser Wilhelm II's naval obsession in 1897, aimed to secure Germany's place in the sun. The naval buildup led to an arms race with the British, but when World War I started, the fleet remained mostly inactive. After the war, the German fleet faced criticism for its high cost and lack of contribution to the war effort. As part of the Armistice conditions, the German fleet was interned until the peace negotiations. However, facing uncertain outcomes in the Paris peace talks, Rear Admiral Von Reuter decided to scuttle the fleet in Scapa Flow to prevent its seizure by the British.
