In order to fully utilize all the features of the DataROC open data portal, you'll want to create a free Esri public account. This video walks you through making the account and using that account to sign in to DataROC.

To make a free public account through Esri:
1. Go to https://www.arcgis.com/ and sign in using the "Sign In" button at the top right
2. Click on "Create an account" at the bottom of the box in the next window
3. Skip the free trial -- instead, in the middle of the page, click where it says "Create an ArcGIS Public Account"
4. Give Esri your name and email address, and read / accept the terms of use and privacy policy
5. Check your email -- you'll be asked to confirm your account and create a user name, password, and security question

After you follow those steps, you should be ready to sign in to DataROC. Go to https://data.cityofrochester.gov/ and in the top-right corner, click the "Sign In" button. Enter those credentials you just made.

You are now able to save content, make maps & apps, and share your own creations with the world.
