Government employees, pensioners and their dependents in Kerala are now all set to get the coverage of a comprehensive medical insurance scheme for a nominal monthly premium of Rs 500, thanks to Medical Insurance Scheme for State Employees and Pensioners (MEDISEP), the new scheme launched for state government staff and pensioners. The Pinarayi Vijayan government issued orders giving sanction to implement the much-awaited cashless medical assistance through Oriental Insurance Company Ltd from July 1. OP treatment will not be covered under this scheme. With this scheme, government employees and pensioners can avail cashless treatment in hospitals inside and outside the state. It will cover medication, doctor/attendant fee, room rent, inspection charge, and disease-related food expenses. According to the order, issued by Additional Chief Secretary (Finance) Rajesh Kumar Singh, besides government employees, pensioners/ family pensioners and their eligible family members, employees and pensioners of state-run universities and the directly recruited personal staff of the Chief Minister, Leader of Opposition, Chief Whip, Speaker, Deputy Speaker and so on can also benefit from the Medical Insurance Scheme for State Employees and Pensioners (MEDISEP) scheme.
The annual premium of the employees and the pensioners would be Rs 4,800 plus 18 per cent GST for the policy period of 2022-24, and the monthly premium would be deducted as Rs 500, the order
added. The scheme is expected to benefit over five lakh government employees and almost the same number of pensioners and their dependents in the state. Meanwhile, major hospitals like Sree Chitra, Amrita, Aster Medicity and KIMS are staying away. 99 hospitals have been empanelled. Oriental Insurance Company, a MEDISEP contractor, will hold talks with 19 major hospitals. The finance minister's office said an extensive list of more hospitals would be released soon. Medical reimbursement will continue in government hospitals and super-speciality hospitals, including RCC, Sree Chitra and Malabar-Cochin Cancer Centers, as OP treatment will not be covered.
The MEDISEP ID card can be downloaded from the website www.medisep.kerala.gov.in. Users can log in by using the MEDISEP ID as the user ID and the PEN / PPO Number / Employee ID as the password.
Members of the scheme
• Government employees, part-time contingent employees, part-time teachers, teaching and non-teaching staff, including aided, recipients of pension/family pension and their dependents
• All India Service Officers under the government and their dependents. University and Local Body Employees / Pensioners / Family Pensioners
• Personal Staff of the Chief Minister, Ministers, Leader of the Opposition, Chief Whip, Speaker and Deputy Speaker and pensioners
Rs 18 lakh for fatal disease
• 920 diseases on the approved list. Up to Rs 18 lakh for fatal disease
• The annual insurance premium is Rs 6,000 (Rs 4800+ 18% GST)
• The insurance company will provide assistance of Rs 35 crore from the Corpus Fund for organ transplant
MEDISEP was initially announced five years ago and the government approved the scheme only in January 2022. The implementation of the scheme reportedly got delayed due to the non-cooperation of some private hospitals for the scheme.
