Humane Treatment for Humans

During my tenure on the County Council, my colleagues and I have considered various measures dealing with the proper care and “humanitarian” treatment of animals.

For example, more than two years ago we enacted Bill 88-15, expanding requirements regarding adequate food and water. More recently, out of concern for the well-being of feral cats, we passed a measure (96-17) designed to assist “community cat” caretakers.

We even debated a bill (79-15) designed to prohibit cruelty to elephants by outlawing the use of certain training tools which could inflict pain and make the elephants fearful.

Regrettably, against this outpouring of humanitarian measures regarding animals, we have not evidenced similar humanitarian impulses toward our fellow human beings.

I’m speaking of the most innocent and the most vulnerable among us -- our children who are yet in the womb.

If we can treat animals humanely, then we can do the same for humans.

We can begin with a resolution acknowledging and declaring that pre-born children are human beings and therefore legal persons, deserving dignity and respect from conception until natural death.
I plan to introduce such a resolution to the Council and I hope to have the full support of my colleagues and the County Executive.

Ultimately, the restoration of human rights to human beings begins locally. There is no reason why it can’t begin here and now.
