This was an advert for a service called Vodafone Freepages back in 1996.
It's a obvious spoof of the X-Files, and features Kyle McLachlan from Twin Peaks and Desperate Housewives.
(I love viewing old adverts and idents on YouTube, so am giving back to the community after I found some old tapes recently.)
