Diablo II runs at a fixed 25 fps, and nothing [besides a full remaster/remake] can change it. In multiplayer it can show even 200 fps, but this will look exactly the same as 25 fps, because the whole game was designed like that.
But there is at least one way to look at how Diablo 2 could look like in 60/120/144 fps [or even more] - SmoothVideo Project 4.
a.k.a. you convert 23.976/25/30 and similar low fps videos to high-fps smooth content in realtime.

SmoothVideo Project 4 (SVP 4) is a freeware easy-to-use external plugin which uses the same frame interpolation technique as available in high-end TVs and projectors. It increases the frame rate by generating intermediate frames between existing ones in order to produce very smooth, fluid and clear motion.

Diablo II runs at 25 frames per second. The /fps command will only display 25 (or less) on single player. On multiplayer it will display however fast your machine can handle. Values above 25 have no affect on game performance, since the game only updates every 1/25 seconds. A machine that displays at 150 FPS will not differ in any way from one that displays at 25 FPS.
