Education CS Julius Ogamba Warns Senior School Principals Against Sending Learners Home Over Fees
Education Cabinet Secretary Julius Migos Ogamba has issued a stern warning to senior school principals found sending learners back home over school fees, terming the practice illegal and a violation of learners’ right to education.
The CS said the government has already put in place financing mechanisms to support learners under the Competency-Based Education (CBE) framework, and no learner should be denied access to education due to delays in fee payment.
“Sending learners home for lack of school fees is unacceptable and goes against government policy. Principals must allow learners to remain in school as payment arrangements are being addressed,” Ogamba said.
He noted that the Ministry of Education is working closely with the National Treasury and school heads to ensure timely disbursement of capitation, adding that administrative challenges associated with the transition to senior school should not be passed on to learners and parents.
Ogamba further directed County Directors of Education to closely monitor compliance in all senior schools and take disciplinary action against principals who disregard the directive.
The CS reaffirmed the government’s commitment to ensuring a 100 per cent transition from junior school to senior school, insisting that access, equity and continuity remain at the centre of the education reforms.
“Every learner admitted to senior school must be retained and supported. No child should be pushed out of the system because of fees,” he emphasized.
The Ministry encouraged parents to engage school administrations through structured payment plans, while assuring them that learners’ schooling would not be disrupted.
