The strategy for this challenge was invented half a year ago during my challenge in «The Massacre Cheung Chau Fish Restaurant», but due to the fact that the chance of completing this challenge is very small, I could not do it.
The chance of calling a helicopter without alerting a red dragon negotiator through a simultaneous call of a conversation cutscene and a helicopter due to an alarm is less than 5%. It also depends on which position of the guards you run into.
Then I get the helicopter shooter to kill the red dragon negotiator. The chance that the red dragon can die, and 47 will not receive damage is also small, but approximately equal to 10% in my opinion. This probability can be increased if you act quickly immediately after the first shots. But in addition, it is necessary that the first bullet doesn't hit the red dragon, but at any point, without injuring anyone, so as not to cause alarm, that the guards heard the death screams of the negotiator of the red dragon.
The chance of this is very small, about 0.5%. I grinded this for a very long time, and yesterday I managed to do it in 20 minutes of grinding, but after that I tried to improve the result for 9 hours, but I didn't succeed at all.

I also want to add that due to the fact that I outsmarted the mission script by activating the cutscene and calling the helicopter at the same time, the blue lotus members could no longer activate the cutscene of the conversation with 47. Also, they couldn't do anything because when 47 is next to the Buddha statue under the canopy, the blue lotus members for a strange reason don't dare to shoot at him.
