At its most fundamental level, the state is people. All the institutions of the state have a direct responsibility for the welfare and protection of the populace; and no one institution can achieve this by itself.
Very few institutions tend to look beyond their specific area of responsibility. For many countries, state security is identical to regime security, i.e. protecting the ruling elites from its citizens. Such a limited perspective usually fails.
Ambassador Carter offers the threat of terrorism as an example. "Countering terrorism," he says, "does not rest with the military. It requires a vigilant intelligence service, a police force engaged with the local community, a school system that is empowering to young people, a judiciary that is impartial and just, and an economy that offers opportunity."
Thus it is in the interest of the security sector that the institutions from all these sectors—police, intelligence, justice, education, and economic—be strengthened and well-resourced.
