Lesson 4.3: Facility Management and Safety (FMS)
Module 4: Organization-Centered Standards
🧭 Introduction
A hospital is more than just a place of healing — it is a complex facility where infrastructure, safety systems, and utilities must work seamlessly to protect patients, visitors, and staff. NABH’s Facility Management and Safety (FMS) standards ensure that hospitals maintain a safe, functional, and patient-friendly environment at all times.
This lesson introduces the scope and implementation of FMS in NABH-accredited hospitals.
🏥 What is FMS?
FMS focuses on the planning, implementation, and monitoring of hospital infrastructure, utilities, and safety systems. It ensures the physical environment supports high-quality care and minimizes risk.
🧩 Key Areas Covered Under FMS
Focus Area
Description
Infrastructure Safety
Structural integrity, fire exits, emergency lighting
Utility Systems Management
Electrical, water supply, HVAC, elevators
Fire & Non-Fire Safety
Fire alarms, extinguishers, evacuation drills, hazardous spill protocols
Biomedical Equipment Maintenance
Inventory, calibration, preventive maintenance
Hazardous Waste Management
Segregation, storage, disposal of biomedical and hazardous waste
Security & Surveillance
CCTV, access control, incident reporting
Emergency Preparedness
Disaster management plan, mock drills, risk assessment
🧑🔧 Responsibilities of FMS Team
Develop Facility Safety Plan based on risk assessment
Ensure Compliance with statutory requirements and safety norms
Conduct Regular Inspections and corrective actions
Maintain Records of utility checks, maintenance schedules, AMC (Annual Maintenance Contract) status
Coordinate Mock Drills for fire, disaster, and code emergencies (e.g., Code Red, Code Blue)
Report and Act on Incidents (leaks, electrical hazards, water stagnation, etc.)
📊 Documentation & Monitoring (As per NABH)
Record Type
Example Entries
Utility Logs
Generator test runs, water tank cleaning, UPS backup test
Safety Inspection Checklists
Monthly facility checks, lighting, floor safety
Equipment Maintenance Records
Last service date, calibration certificate
Fire Safety Logs
Fire extinguisher checks, mock drill reports
Waste Management Reports
Daily disposal tracking, vendor handover slips
🧪 Risk Assessment & Safety Planning
Hospitals must conduct facility risk assessments and classify areas as:
Low Risk (e.g., OPD)
Medium Risk (e.g., Admin office)
High Risk (e.g., OT, ICU, Labs)
Safety measures should be customized based on risk category.
🔐 Emergency Preparedness
Hospitals must:
Develop a disaster management plan
Conduct two mock drills per year (minimum)
Designate emergency response leaders
Display evacuation maps and emergency numbers visibly
🧠 Key Takeaways
FMS ensures a safe and efficient hospital environment, essential for patient trust and quality care.
Regular audits, training, maintenance, and mock drills are cornerstones of compliance.
FMS is not only about compliance but also about preventing harm and saving lives.
