Great news for expats in Saudi Arabia! 🇸🇦 The Ministry of Human Resources and Social Development (MHRSD) has announced a new initiative in 2025 to cancel Haroob (逃跑) status and make it easier for workers to transfer to new sponsors.
In this video, I explain the latest update on Haroob cancellation, who can benefit from it, the conditions, and the process to transfer to a new employer. This initiative is part of Saudi Arabia’s labor reforms to improve workers’ rights and make the sponsorship system more flexible.
Good news for absconding workers 🇸🇦🇸🇦🇸🇦
Saudi Gazette report
RIYADH — The Ministry of Human Resources and Social Development launched on Monday an initiative through the Qiwa platform to correct the status of professional workers, who were reported as “absent from work,” effective from September 18, 2025. The initiative allows these workers to legally transfer their sponsorship to a new employer.
The ministry explained that the initiative aims to safeguard contractual rights, enhance the attractiveness of the labor market, and strengthen compliance.
The initiative covers several cases, including workers whose status changed to “absent from work” after the 60-day grace period due to absence from work, those whose status changed after the expiration or termination of a documented contract, and expatriates with absence reports filed before the launch of the initiative

Haroob is a status marked on an expat’s Iqama when the sponsor reports them as having “run away” or not working.
Previously, Haroob was very difficult to cancel and often blocked workers from transferring jobs.
In 2025, Saudi Arabia’s Ministry of Human Resources announced an initiative to cancel Haroob for everyone to allow sponsor transfer.
This is part of Vision 2030 labour reforms to improve expat workers’ rights.
The transfer process is now more transparent, online, and sponsor-independent.
