To open a new tab in chrome I have used JavaScriptExecutor
and to switch between tabs I have used an instance of WebDriver to call the getWindowHandles() method it returns a list which you can save in ArrayList of type String and later you can call switchTo().window(list and index) with WebDriver instance to switch tabs.
To open new window in Chrome, Selenium 4 has introduced a new method called newWindow() which takes WindowType as a parameter
newWindow method is only available in selenium 4 and later versions
You can use WindowType to create Tabs/ Windows which I have shown you in this video.
