People are trapped in a block of flats without running water, as heavy rain caused flooding and travel chaos across the North West.
Greater Manchester Police said a major incident had been declared in response to flooding across Stockport, Bolton, Didsbury, Harpurhey, Stalybridge and Wigan.
The force urged residents to check for updates from their local councils and fire and rescue services.
