The Senate of the Philippines holds a special session following the proclamation of President Ferdinand Marcos Jr. Under Proclamation No. 1318 issued by Malacañang, the Chief Executive directed both chambers of Congress to cut short their recess and take urgent action on key priority legislations aimed at fast-tracking social protection measures amid energy challenges and natural disasters.

The agenda are:
Assistance to Individuals in Crisis Situations (AICS) Act
Establishment of the National Center for Geriatric Health
Amendments to the Government Assistance to Students and Teachers in Private Education (GASTPE) Act
Amendments to the Universal Access to Quality Tertiary Education Act
Confirmation of various government appointments and military promotions before the Commission on Appointments (CA)

According to the analyst, this is also a possible change of senate leadership. While the executive order highlights legislative urgency, political analysts and lawmakers note that the special session serves as a critical battleground to resolve the ongoing leadership impasse between the blocs of Acting Senate President Sherwin Gatchalian and Senator Alan Peter Cayetano. The session forces a political turning point, as the attendance and voting alignment will ultimately determine who solidifies statutory control over the upper chamber.
