Starting from 10th all people are eligible for giving these SSC exams, depends upon job profiles eligibility varies for example for Second Division Assistant 10+2 with 3 years of experience is the eligibility criteria but for Senior medical officer MBBS is the eligibility criteria so it differs from position to position.
