I have a long-tail keyword that I just can't rank for. I was thinking of buying the exact match domain and 301ing it to my landing page. If you get the exact match domain, that's good and well. It's going to have to be up for a period of time until you get that ranking before you could do the 301 redirects for that to be any benefit.

Does having an exact match domain that you just instantly fire over with no backlinks, no power, and no authority: is that going to help you? I don't think so. So I think you would have to do the work on that exact match domain name in order to get it ranking. Now, why not just spend that time, effort, and money on ranking the actual page for that long-tail keyword?

It can be done. An exact match domain name is not the be-all and end-all. Of course, I think it helps to a certain degree.
