Manufacturing instructions are essential for your suit and weapon upgrades, they don't spawn too much naturally so this is a relog method on how to get all that you need quickly. You will also get NOC data and surveillance logs at this terminal.
You will need a maverick suit and your best weapons - probably a manticore executioner in there.

You will want to scan the planet then land at the threat 1 or threat 2 mission on the surface, which is a downed satellite. Kill any scavengers from your ship, then deploy your srv, then use the data port to download manufacturing instructions and any other useful data, next log out to menu and log back in, do not take the chip for the mission until you have got all of the data mats that you need.
You can also pick up manufacturing instructions with Odyssey on foot missions, I acquired 12 manufacturing instructions for smuggling some push to a guard at a settlement.
