The delivery of Western precision rocket systems to Ukraine has changed the dynamic of the war, slowing Russia’s advance and lowering Ukrainian casualties along the frontlines. But Russia has increasingly resorted to using its own long-range missiles to wreak havoc on cities deep inside Ukrainian-controlled territory.
