This is the cardboard weed blanket method, also called sheet mulching. It works by blocking light, which is what most weeds need to keep growing. I walk you through the boring details that make it actually work, like overlapping the cardboard, soaking it so it stays flat, and using a thick enough mulch layer so weeds cannot sneak through seams.
You will see where this works best, like garden paths, fence lines, and flower beds with shrubs and perennials, plus where you should not use it, like beds you are direct seeding with tiny seeds.
