I decided to spend hours to figure Dia out and i think i got something great, i was able to clear Underwater Base within 3mins44secs which is almost Gley's time...
So yeah she is very, very powerful and therefore fast as you have lots of room to build her in order to compensate for her weaknesses...
Just don't do the mistake to give up on building her at first glance, just figure it out!
