The signing took place at the Presidential Villa in Abuja shortly after the Independent National Electoral Commission released the timetable for the 2027 general elections. The National Assembly had earlier passed the amendment following months of intense public debate over the future of election result transmission.

Under the new amendment, Nigeria will operate a hybrid system that allows electronic transmission where infrastructure permits, while retaining manual collation as a safeguard in areas with weak telecommunications coverage. Supporters argue that the move balances innovation with practical realities on the ground.

Former Cross River State Resident Electoral Commissioner, Mike Igini, criticized both the Judiciary and the National Assembly, blaming institutional weaknesses for persistent electoral disputes. He faulted the decision to maintain manual collation as a backup, arguing it could continue to create loopholes for result manipulation.

Civil society organizations and opposition figures had staged protests at the National Assembly complex, demanding mandatory real-time electronic transmission of results directly from polling units to INEC’s central server to strengthen transparency and public trust.

On the other hand, the ruling All Progressives Congress and allied stakeholders defended the hybrid model. They cited unreliable telecommunications infrastructure in remote areas as a major risk factor for exclusive electronic transmission. Concerns were also amplified by the malfunction of INEC’s Results Viewing Portal during the 2023 general elections, which sparked nationwide controversy.

With the 2027 elections on the horizon, the amended law sets the framework for how votes will be transmitted and collated across the country. Analysts say the success of the hybrid system will ultimately depend on implementation, technological reliability, and public confidence in the electoral process.
