The job title typically has the word manager or administrator in it, not leader. And when elected officials ask this, the candidate has no way of knowing what the panel really wants.
Some governing bodies see themselves as the leaders and are looking for someone who will simply manage and execute. Others want a professional who brings vision and helps lead the organization forward.
Answer “leader” too strongly and you may sound threatening. Answer “manager” too plainly and you may sound small.
The best candidates navigate that tension—showing they can inspire and execute.
In public service, it’s rarely either/or. The job demands both.
