Set msltscale to 1 in modelspace
type scalelistedit to make sure your annotation scale is in the list. Add if not.
Set annotation scale in modelspace on bottom bar to drawing scale to see how that scale will print. In Civil3d, if msltscale is set to 1 and the modelspace annotation scale is set to 1:1, you will only have continuous lines.
