For four agonizing hours, Katie was held hostage at gunpoint, strangled, and repeatedly raped—all while her fellow officers had no idea what was happening.

But this wasn’t just a tragic incident; it was the result of a broken system. The administration at Sierra Conservation Center never informed staff that Ransom, a convicted serial murderer, had been transferred there. Officers, including Katie, were not warned about his violent history. They weren’t trained on how to handle an inmate of his level of threat. The failures didn’t stop with her attack—they started long before it even happened.

This is not an isolated event. At Sierra Conservation Center alone, staff assaults are skyrocketing. Throughout California’s correctional system, inmate homicides hit an all-time high in 2024, with 64 to 65 recorded murders. The so-called “California Model” has failed correctional officers and staff at every level. It’s a model built on cost-cutting measures, where safety is sacrificed in the name of saving money. When institutions prioritize budgets over people, the result is preventable violence, suffering, and loss.
